Who should choose entry-level certification
Entry-level certification suits allopathic hospitals that want NABH recognition quickly and affordably: new hospitals completing their first year, nursing homes preparing for PMJAY Silver status, and hospitals that intend to move to SHCO or full accreditation within a few years.
To apply, the hospital must:
- offer allopathic services only;
- have been functional for at least six months;
- have implemented the NABH standards for at least three months;
- include every service it offers in the application — NABH applies an all-or-none principle.
Excluded: AYUSH facilities (they have their own entry-level programme), standalone dental clinics (dental entry-level), physiotherapy, diagnostics and pathology, psychology, diabetology and de-addiction centres, hospitals under six months old, and hospitals spread across several buildings or locations under separate statutory licences.
How the 2nd Edition is structured
Standards are grouped into Core, Commitment and Excellence. The levels you are assessed on depend on your bed strength, whether you are a new or renewing applicant, and the cycle. A new hospital of 1 to 50 beds, for instance, is assessed on Core standards in its first assessment and on Core plus Commitment at its first renewal. This staircase is deliberate: each renewal asks a little more, so certification becomes a path to full accreditation rather than an end point.
Occupancy norms
| Stage | Minimum bed occupancy |
|---|---|
| Final assessment | 20% in the last 3 months |
| First renewal | 25% in the preceding year |
| Second renewal | 30% in the preceding year |
For standalone day-care centres, day-care beds count as census beds. These figures come from NABH's notification of 20 January 2026; our occupancy norms guide shows how to calculate occupancy.
NABH fees
| Bed strength | Certification fee (2 years) |
|---|---|
| Up to 5 | ₹21,000 |
| 6–20 | ₹40,000 |
| 21–50 | ₹80,000 |
| 51–100 | ₹1,60,000 |
| 101–300 | ₹2,00,000 |

NABH E-Mitra and where a consultant fits
NABH provides E-Mitra, a free online tool with sample policies, department guidelines, forms and assessment guidance for entry-level applicants. It is a genuinely useful starting point. What it cannot do is adapt those documents to your hospital, train your night-shift nurses, fix your biomedical waste practice or tell you honestly whether you are ready. That is the work we do — usually alongside E-Mitra, not instead of it.

Typical timeline
For an operational small hospital, entry-level certification typically takes 4 to 6 months from our first gap analysis: about a month to set up documentation and fix licences, the mandatory three months of implementation with training and audits, then the application, desktop review and on-site assessment.
Frequently asked questions
What is NABH entry-level certification?
It is a foundation-level NABH certification for allopathic hospitals and small healthcare organisations, valid for two years. It assesses a smaller set of standards than full accreditation and is designed to prepare facilities for full NABH accreditation later.
Who cannot apply for NABH entry-level hospital certification?
AYUSH facilities, standalone dental, physiotherapy, diagnostics and pathology, psychology, diabetology and de-addiction centres are excluded, as are hospitals established less than six months before applying and hospitals with multiple buildings or locations under separate statutory licences. AYUSH and dental facilities have their own entry-level programmes.
What are Core, Commitment and Excellence standards in entry-level certification?
The 2nd Edition groups requirements into Core, Commitment and Excellence. Which levels apply depends on bed strength and cycle — for example, a new applicant with 1 to 50 beds is assessed on Core standards in the first cycle and on Core plus Commitment at the first renewal.
How much does NABH entry-level certification cost?
NABH's two-year certification fee is ₹21,000 up to 5 beds, ₹40,000 for 6–20 beds, ₹80,000 for 21–50 beds, ₹1,60,000 for 51–100 beds, ₹2,00,000 for 101–500 beds and ₹2,50,000 above 500 beds, plus 18% GST.
Does entry-level certification help with PMJAY?
Yes. Under the AB-PMJAY quality certification run with NABH, empanelled hospitals holding NABH entry-level certification qualify for the Silver level, which carries a 10% incentive on health benefit packages.
Can I prepare for entry-level certification without a consultant?
NABH offers a free digital tool, NABH E-Mitra, with sample policies, forms and assessment guidance, and runs implementation training. Facilities with a capable quality manager can use these. Consultants add hands-on implementation, staff training and a mock assessment, which most busy hospitals find faster.
