Why Maharashtra hospitals are acting on NABH now
- Inspections have teeth. In 2025 Maharashtra ran its first statewide drive under the Nursing Homes Registration Act, 1949: 23,354 private hospitals and nursing homes were inspected, 5,134 received compliance notices and 258 that were still in violation on re-inspection had their registrations cancelled, Medical Dialogues reported in July 2025. The Act's requirements include infrastructure, staffing, hygiene, fire safety, biomedical waste, displayed treatment rates, transparent billing and a grievance mechanism.
- A new law is coming. On 3 July 2026 the government introduced the Maharashtra Clinical Establishments (Registration and Regulation) Bill to replace the 1949 Act, which covers only nursing and maternity homes. As introduced, it would require every hospital, clinic, laboratory and diagnostic centre to register, display its registration and rates (in Marathi, Hindi and English, and online), issue itemised bills, stabilise emergency patients without an advance deposit and follow a Patients' Rights Charter. Much of this mirrors what NABH already assesses.
- Everyone is now covered. Since 1 July 2024 the integrated AB-PMJAY and Mahatma Jyotirao Phule Jan Arogya Yojana has covered all residents of Maharashtra, with cashless treatment up to ₹5 lakh per family per year. Under PMJAY quality certification, NABH entry-level certification earns the Silver level (10% incentive) and full NABH accreditation the Gold level (15%).
- The CGHS rate gap. Since 13 October 2025, CGHS pays facilities without NABH 15% less than the NABH rate; see our CGHS analysis.

Licences first
Under the 1949 Act, nursing homes and maternity homes need registration with the local supervising authority, and the rates and grievance requirements are checked on inspection. NABH assessors will also ask for your fire NOC, biomedical waste authorisation from the Maharashtra Pollution Control Board, AERB registration for X-ray and CT, PC-PNDT registration for ultrasound and your drug licence. We audit these first, so an expired approval never stops your application.

Which law regulates hospitals in Maharashtra?
Nursing homes and maternity homes are registered under the Maharashtra (formerly Bombay) Nursing Homes Registration Act, 1949. In July 2026 the government introduced the Maharashtra Clinical Establishments (Registration and Regulation) Bill to replace it and bring hospitals, clinics, laboratories and diagnostic centres under one law. Check its current status before you plan around it.
Is NABH mandatory for MJPJAY or PMJAY in Maharashtra?
No. Hospitals can be empanelled without NABH. But under AB-PMJAY quality certification, NABH entry-level certification qualifies for the Silver level (10% incentive) and full NABH accreditation for the Gold level (15%).
What does the integrated MJPJAY and PMJAY scheme cover?
Since 1 July 2024, the integrated Ayushman Bharat PMJAY and Mahatma Jyotirao Phule Jan Arogya Yojana covers all residents of Maharashtra, with cashless treatment of up to ₹5 lakh per family per year.
How long does NABH take for a nursing home in Maharashtra?
NABH requires six months of operation and three months of implementation before you apply. Small facilities usually reach entry-level certification in 4 to 6 months, and SHCO accreditation in 6 to 9 months.
